Title:NSA BOSS: Lead Specialist, Contracts
DUTIES AND RESPONSIBILITIES:
The Bahrain Lead Specialist, Contracts shall provide Contracts support for base operation services to locations supported by Naval Facilities Engineering Command (NAVFAC) Europe, Africa, Central (EURAFCENT).
Responsible for managing the contracting process including review and analysis of solicitations and work order requests. Administer Fixed-Price task order with potentially significant change management requirements. Review all document submissions, including proposals and estimates, while ensuring compliance with the contract; the Contractor’s approved business systems; corporate policies, and client/US Government requirements, rules, processes, or regulations. Advise Project Managers and other project personnel on contract requirements and risk mitigation approaches. Prepare and maintain contract documentation such as awards, modifications, correspondence, and notifications. Prepare documentation involving expression of the company’s position on potential REAs, disputes, claims, or protests. Interface with US Government Contracting Officers on a regular and routine basis. Develop and maintain collaborative, positive working relationships with internal and external customers based on respect, honesty, and transparency. Responsibilities directly impact cost control, efficiency, and profitability.
EDUCATION / CERTIFICATIONS
- Bachelor’s Degree from accredited four-year college
- MBA or advanced degree is a plus
- Must be able to read, write, speak, and understand English fluently
- Must be a U.S. Citizen with a current, valid U. S. Passport and U. S. Driver's License
- Must be able to obtain a U. S. SECRET Security Clearance
EXPERIENCE: 7 years’ experience in Federal Government contract administration. Specific experience in administration and management of fixed-price contracting is required. Experience with NAVFAC contracting, base operation services contracts, and on-site OCONUS support preferred.
SKILLS / ABILITIES / PHYSICAL ACTIVITIES: The candidate must be a detail oriented, proactive self-starter capable of working in a fast-paced, multi-discipline, team environment with the ability to manage competing priorities to achieve team goals. Proven skills to include effective change management, planning, organizing, directing, and controlling; with strong decision-making capabilities. Excellent analytical skills – data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus. Understanding of litigation and claims processes and experience with legal communities. Excellent interpersonal and communication skills – verbal, written, and listening. Ability to interact with staff at all levels and in varying functions, from craft persons to senior executives. Knowledge base to successfully diagnosis issues that cover multiple areas of interaction. Overtime and shift work may be required, depending on contractual needs. Work requires moderate physical exertion including walking to operating areas and walking up stairs. Use computers & related software such as Microsoft Office and other common products used in office environments. Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively.
