The selectee for this position will serve as a Electrical Engineer in the Engineering Department of FW DEPLOYED REG MAINT CTR DET BAHRAIN.

This is an 18-month unaccompanied or 24-month accompanied tour located in Manama, Bahrain. The Kingdom of Bahrain (composed of a number of islands totaling 253 square miles) occupies a central location in the Arabian Gulf. The current work week is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week).
Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

The successful selectee will perform the following duties:
* Perform electrical engineering practices to design, operation, maintenance, or support of ship electrical plant and power systems.
* Review design (e.g., calculations, analysis, drawings, specifications) to ensure compliance with project objectives and standards.
* Perform electrical testing and inspection to ensure systems are in working order for optimum functionality.
* Research new technologies to support acquisition and development of intelligence collection, processing, distribution systems and equipment for ship or ship systems advancements.
* Review test and evaluation results to identify deficiencies within electrical or electronic systems or components.

**Physical Demands:**
Daily work environment requires exposure to all the physical demands and dangers associated with any major industrial facility. Prolonged exposure to noise, heat and cold is routine. The shipboard investigation phase of a task involves considerable walking, climbing, and crawling in and around the equipment and confined spaces with marginal accessibility being a frequent problem.
**Work Environment:**
The work regularly involves frequent exposure to hazardous conditions such as: high electrical voltages; large rotating machinery elements; electromagnetic radiation from high powered transmitters; nuclear radiation in and around machinery spaces aboard nuclear powered ships, explosive, flammable, or incendiary materials, turbines; and condensers etc. and entering enclosed spaces below the ship's waterline. The work is normally required aboard US and foreign naval ships at berths, at anchor, or at the buoys within the harbor. On numerous occasions and with short notices, there will be requirements to perform temporary additional duty at sea on naval ships and/or naval or private shipyards located throughout the world (including combat zones) utilizing government or commercial aircraft or helicopters. Flights are utilized for the transfer to/from ships at sea. High line transfer from ship may occasionally be required.
### Qualifications

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
**Basic Requirements:**
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or
(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. **Combination of education and experience**-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. **Professional registration or licensure**-- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2.** Written Test**-- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. **Specified academic courses**-- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. **Related curriculum**-- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Perform inspections on electrical systems and electrical control systems to enhance system performance or maintainability; 2) Analyze shipboard test procedures to validate electrical operational readiness and functionality of equipment or systems for compliance with technical, specification, and contractual requirements; 3) Coordinate technical project management efforts (e.g., design, system development, evaluations, and certifications) with contractors to make corrective adjustments for program success; and 4) Analyze electrical system or equipment malfunctions and shipboard power system anomalies and recommend corrective action including troubleshooting required to restore operational readiness, specification, technical, and contractual requirements.

**Conditions of Employment:**
It is the incumbent's responsibility to transport himself/herself expeditiously between job sites in the local area of the permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations. This position requires the incumbent to perform temporary duty travel approximately 20%. Travel may be on short notice and/or for extended periods of time. Must be willing and have the ability to travel on TAD for periods of up to one month. Travel will be for purpose of performing assistance, training, seminars, workshops and conferences.
This is a Key/Emergency-Essential position. In the event of a crisis situation or war, you must continue to perform assigned duties to support mission requirements until relieved by proper authority. In addition, this position requires Anthrax and Smallpox vaccinations. The Anthrax vaccination is a series of 6 shots occurring at 0, 2 and 4 weeks; then at 6, 12 and 18 months, followed by an annual booster as long as you remain in the position. Smallpox vaccination is a one-time inoculation. We strongly recommend that you receive the Smallpox vaccination and begin the Anthrax series before arriving in Bahrain and provide a shot card or other medical verification upon arrival. If this is not possible, you will be required to report to the Branch Health Clinic to receive these mandatory vaccinations within 15 days of arrival. The Branch Health Clinic will also provide subsequent Anthrax vaccinations (to complete the series) as well as annual boosters. You may be exempted from Anthrax and Smallpox requirements if you provide acceptable medical documentation which provides medical justification for exemption. Required to obtain and maintain current **Cardiopulmonary Resuscitation (CPR) certification**via command sponsored CPR training and annual refresher training during working hours.
Incumbent may be required to be on call 24 hours a day and may be required to remain at FDRMC DET Bahrain during anti-terrorism/force protection exercises or actual alerts and natural disasters such as hurricane, earthquake, etc., requiring the presence of the physical security officer. May be required to carry a mobile telephone device and remain available to support any emergency.
